Fish Mooney takes charge in her quest to track down Hugo Strange, prompting Gordon to join forces, albeit hesitantly, with journalist Valerie Vale for assistance. As Penguin gains traction by publicly denouncing the GCPD's efforts, Bruce finds his inquiry into the Court of Owls jeopardized. At the same time, Ivy Pepper makes her return to Gotham, stirring up the city's already tumultuous atmosphere.
