Disguised as a fisherman, he forms a bond with Dr. Westlund, who possesses vital details regarding the letters. The elderly scientist and his daughter Gale shelter XIII from the Synequanon security forces that are pursuing them. Meanwhile, on the mainland, Harriet Traymore emerges victorious in the presidential election, but Carrington stubbornly clings to power, refusing to step down.
