The Shadow Master sets up an underground fighting tournament in a hidden part of Metro City. To ensure participation, Sickle coerces a homeless martial artist named Vortex into fighting by taking a group of homeless kids captive. Billy and Jimmy race against time to save the children and assist Vortex before the Shadow Master eliminates them all.
